No, apparently both Yusei and Jack (and one can presume Akiza, Luna, and Crow) can when they have the complete power of the Crimson Dragon mark gained from borrowing the powers of the other 4 Signers' Marks of the Dragon, which has only happened 3 times, both in times of deperation...
