One question. It says 'Can negate the effect of Spells cards' that menas if you want to, you do not have to negate it and can allow your opponent's spell cards be activated?

if Horus lv 8 was summoned properly, but it's destroyed, can it revived by the effect of "Red Eyes Darkness Metal Dragon"??? can Horus lvl 8 negate the effect of continuous magic card which already activated before??
