Why can't you use his effect to summon frog the jam. Frog the Jam looks pretty weak especially with no effect

in fact all frog cards say except frog the jam I really don't see why can anyone explain

"Frogs are a series of cards identified by having "Frog" (ガエル) in their name. "Frog the Jam" is excluded since its Japanese name uses a different spelling of Frog (カエル)."
