I obtained a few packs today of Hidden Summoners, got this card, can confirm 100% that its name is Devotee of Nephthys.

Can it effect can be use for Special Summon Cerulean Sacred Phoenix of Nephthys? Cause if I remember, a Ritual Monster need to be first Special Summon by a Ritual Card.

If someone can help me.
