Tier is an informal way of saying which decks are the most powerful right now. If a deck wins most duels, then it's Tier 1. If a deck is still competitive but doesn't win as much as Tier 1 decks, then it's Tier 2. And so on. This system changes often - usually, whenever a new set is released - and is also kinda a matter of opinion.
