This image has been tagged as unused for quite a while. There's also File:Male silhouette.png, which seems to be used as a fallback image on some portals. I take it either the female (this) one could potentially serve the same purpose or we just don't use them as fallback images, in which case maybe we could get rid of the two (providing they don't serve other purposes, I guess?).
