Commander Koda, known as Kodo Kinomiya in the Japanese version, is one of Goodwin's 5 Dueling Assassin's placed in the Fortune Cup with the intent of exposing the Signers, as well a member of Yliaster. In the Japanese version, he was also known as the "Duel Profiler".

He won his first match against Professor Frank, but only because Frank threw the match so he could get into the Consolation Game to face Luna, as instructed by Rex Goodwin. His opponent in the semifinals was Akiza Izinski. During the Duel, Koda attempted to throw Akiza off by revealing images of her past 16 years, only to lose. In the dub, Koda was given a more personal reason for wanting to defeat Akiza; he, along with Akiza, were students at the Duel Academy from GX, where she, a Slifer Red student, defeated and humiliated him, an Obelisk Blue student (despite this, the dub shows a flashback to their Duel, in which the two are clearly wearing uniforms of The New Domino City Duel Academy). He also works as a detective in the dub and has a warped idea that "justice is revenge". Although he lost, he didn't care if he did, mainly because he finished Goodwin's mission for him. In the dub, he is okay after the Duel, as he said "I didn't see that coming."

In the manga, Koda was a contestant in the D1GP, and managed to advance to the second stage of the tournament.[1] However, he later seemed to have passed by the Duel Dragon blank card, and was defeated by his dark counterpart created by it.[2]

An omake from the tankōbon volume 4 revealed that Koda Dueled against Jean and lost, with Jean obtaining the Level 1 Star Ticket.

In the anime, Koda plays a Profile Deck, which focuses on the mentality of his opponent. By researching information about his opponent, his Deck changes to match against theirs, similar to how Bastion Misawa builds his Decks. During his Duel against Akiza, many of his cards are based on gaining Life Points or dealing Burn damage, making it so he rarely has to actually battle. He also employs cards themed around guessing and knowing what his opponent will play before they play it.
