OCG Rulings[]

Would someone who can read japanese mind checking the rulings from the references. I am using Google translate, so I am not 100% confident to change what's mentioned here...

"Jurrac Velo" must be in face-up attack position, not just face-up to trigger. (source 1)
The note claims that "Jurrac Velo" does trigger when attacked at was face-down at the start of the damage step. This doesn't seem to be supported in source 1 and source 2, which it calls reference to, discusses "Souleating Oviraptor" and "Dimensional Fissure" with no relation to "Jurrac Velo".
