The effect of "Exiled Force" activates and resolves on the field because "Exiled Force" needs to be on the field to activate its effect. If the effect activated in the Graveyard, then you would need to Tribute "Exiled Force" from the Graveyard to activate its effect.
For example, see Card Rulings:Junk Synchron, which mentions that the effect of "Hand of Nephthys" is negated - this is because the effect of "Hand of Nephthys" activates on the field. Or, see the OCG rulings on Card Rulings:Debris Dragon, which specifically mentions that the effect of "Exiled Force" activates on the field.

i think that the chalice negate all the effect inclusive the ones activated in the graveyard couse it says in the texte that the effect of the monster selected is negated until the end fase so when the monsters are in the graveyard its effect is still negated is like dark ruler ha-des —This unsigned comment was made by 189.186.192.252 (talkcontribs) 16:59, 30 August 2009

Why does 'Skill Drain' not affect Exiled Force when 'Forbidden Chalice' does, then? Same for Stardust Dragon; i believe that since they have been offered as a tribute the effects that bind them on the field disappears. That's what is said about alot of other card effects...

Because Exiled Force and Stardust Dragon activate and resolve on the field, Forbidden Chalice will negate their effects. Skill Drain will not negate their effects because it does not negate effect activations. Exiled Force and Stardust Dragon must tribute themselves to activate, and because they are not face-up on the field while resolving, Skill Drain will not negate the effects. Forbidden Chalice will negate them because neither effects activate or resolve in the grave. Forbidden Chalice will only negate effects that activate and resolve on the field, both Exiled Force and Stardust Dragon activate and resolve on the field. DemonGodAsura 23:37, December 9, 2009 (UTC)
