Opposite rulings[]

There are 2 rulings here that are opposite. The first ruling states that when you return a number of cards to your deck which is more than your opponent cards in their hand your opponent discards all cards in their hand. There is no contradiction.

One is about how many cards on activation.

The other is about what happens as it resolves.
