Card Rulings:Blackwing - Gale the Whirlwind

TCG Rulings

• The effect of “Blackwing – Gale the Whirlwind” targets 1 monster your opponent controls.

• The ATK of the targeted monster is halved for as long as that monster remains face-up on the field.

• If you target a monster with “Blackwing – Gale the Whirlwind” that was already targeted before, its ATK will be one-quarter. Then one-eighth if you target it again after that.

• The ATK of the targeted monster can be increase/decreased from its new level.

• If a monster with 1000 ATK gains 700 ATK from “Rush Recklessly” until the end of the turn, and is then targeted by “Blackwing – Gale the Whirlwind”, its ATK is now 850, and remains 850 even after “Rush Recklessly” expires.

• If a monster with 1000 ATK gains 1000 ATK from “Axe of Despair” and is then targeted by “Blackwing – Gale the Whirlwind”, its ATK is now 1000, and remains 1000 if “Axe of Despair” is destroyed.

• If a monster equipped with “United We Stand” has its ATK halved, the new ATK remains and is unchanged by “United We Stand”. (So if the number of monsters on the field changes, the ATK remains the same.

Mentions in Other Rulings

• Blackwing - Ghibli the Searing Wind: If this card has its ATK and DEF halved by Blackwing - Gale the Whirlwind and then activates the effect to switch original ATK and DEF, the effect of Gale will no longer apply. The ATK will be 1600 and the DEF will be 0.

• Sea Dragon Lord Gishilnodon: If “Sea Dragon Lord Gishilnodon” has its ATK halved by “Blackwing – Gale the Whirlwind,” and then its effect is triggered and it gets 3000 ATK, after the turn ends its ATK reverts to normal (2300, plus any other continuous effects like Field Spell Cards). “Sea Dragon Lord Gishilnodon’s” DEF will remain halved by “Blackwing – Gale the Whirlwind.”

OCG Rulings

• This effect targets one face-up monster your opponent controls.

• If "Blackwing - Gale the Whirlwind" halves a monster's ATK and it results in a decimal point, then you round the value. For example, if you halve 725 to 362.5, then you round it to 363.

• If "Blackwing - Gale the Whirlwind" targets a "Sangan" affected by "Rush Recklessly" (1700 ATK), its ATK will become 850. During the End Phase, when "Rush Recklessly" is no longer applied, the ATK of "Sangan" will remain at 850.

• If "Rush Recklessly" targets a "Sangan" affected by "Blackwing - Gale the Whirlwind" (500 ATK), the ATK of "Sangan" will be 1200.

• If a "Sangan" which has been affected by "Blackwing - Gale the Whirlwind" (500 ATK) is affected a second time, it will have 250 ATK.

• If a monster affected by "Blackwing - Gale the Whirlwind" is targeted by "Shrink", its ATK will become half its Original ATK. When the effect of "Shrink" stops being applied during the End Phase, the monster's ATK becomes its Original ATK.

• If "Blackwing - Gale the Whirlwind" targets a "Sangan" equipped with "Black Pendant" (1500 ATK), it will have 750 ATK. When "Black Pendant" is removed from the field, "Sangan" will still have 750 ATK.

• If a monster is equipped with "United We Stand" and has its ATK halved by "Blackwing - Gale the Whirlwind", the ATK increase from "United We Stand" will not change when the number of monsters you control change.

• You cannot change the ATK/DEF of a face-down monster, so you cannot target a face-down monster with the effect of "Blackwing - Gale the Whirlwind".

• The halved ATK/DEF lasts as long as the target monster remains face-up on the field.

• If "Dark End Dragon" has its ATK/DEF halved by the effect of "Blackwing - Gale the Whirlwind", then "Dark End Dragon" can still activate its effect. The effect will resolve properly, and "Dark End Dragon" will lose 500 ATK/DEF and the opponent's card will be sent to the Graveyard.

• On the effect of "Blackwing - Gale the Whirlwind" targeting a monster whose ATK/DEF changes by its effect:
  • When the effect of "Blackwing - Gale the Whirlwind" targets "Tragoedia", the ATK/DEF of "Tragoedia" will remain at the halved value, even if the number of cards in the hand changes.
  • When the effect of "Blackwing - Gale the Whirlwind" targets "Gren Maju Da Eiza", the ATK/DEF of "Gren Maju Da Eiza" will remain at the halved value, even if the number of cards removed from play changes.
  • When the effect of "Blackwing - Gale the Whirlwind" targets "Uria, Lord of Searing Flames", the ATK/DEF of "Uria, Lord of Searing Flames" will remain at the halved value, even if the number of Continuous Trap Cards in the Graveyard changes.
  • When the effect of "Blackwing - Gale the Whirlwind" targets "Arcanite Magician", the ATK of "Arcanite Magician" will remain at the halved value, even if the number of Spell Counters changes.

• "Black Whirlwind" can only add to your hand a monster with less ATK than the ATK of the Normal Summoned monster. It cannot add a monster with equal ATK. When you Normal Summon "Blackwing - Gale the Whirlwind" and you do not have a monster with less than 1300 ATK in your Deck, then you cannot activate the effect of "Black Whirlwind".

• If the ATK/DEF of "Sea Dragon Lord Gishilnodon" are halved by "Blackwing - Gale the Whirlwind" and then the effect of "Sea Dragon Lord Gishilnodon" activates, then the ATK of "Sea Dragon Lord Gishilnodon" becomes 3000. During the End Phase, its ATK will return to 2300. However, its DEF will remain at the value set by "Blackwing - Gale the Whirlwind".

• For the effects of "Tragoedia" which give you control of an opponent's monster and which changes its Level, and the effect of "Blackwing - Gale the Whirlwind" which halves the ATK and DEF of an opponent's monster, these effects cannot Special Summon a monster at resolution, so the effect of "Royal Oppression" cannot be chained to these effects. Also, "Royal Oppression" cannot negate the effect of "Tragoedia" which Special Summons it because the effect activates during the Damage Step.

• If "Beast King Barbaros" Normal Summoned without Tributes and is then is targeted by the effect of "Blackwing - Gale the Whirlwind", then the ATK of "Beast King Barbaros" will become 950. If "Skill Drain" is activated later, then the ATK of "Beast King Barbaros" will remain at 950, the halved value set by the effect of "Blackwing - Gale the Whirlwind".

• If "Blackwing - Gale the Whirlwind" and "The Wicked Avatar" are on the field, then "The Wicked Avatar" will have 1400 ATK. If the effect of "Blackwing - Gale the Whirlwind" is activated, then "The Wicked Avatar" will have 700 ATK, but the effect of "The Wicked Avatar" will immediately make its ATK 1400.
